T ry Homes employed a PR company (Green Issues Communications) to organise a consultation with residents in November 2005 concerning their intention to develop the Campion House site. Two workshops were held and these were followed by an Exhibition held two weeks later. A report on the consultation exercise was produced shortly afterwards. Most residents who participated did not feel that there had been a genuine attempt to consult. Campion Concerns criticised the exercise and the methods of Green Issues Communications. At the Exhibition Try Homes proposed a development of 340 homes on the Campion site. When the formal application came this had been reduced to 273 homes. There had also been substantial changes to the ground plan of the proposed buildings.
Try Homes submitted its application to develop the site on 12th June 2006. The application was considered at the Isleworth and Brentford Area Committee (for comment) on 12th October 2006 and at the Sustainable Development Committee on 10th December 2006. Prior to the SDC meeting Try Homes appealed to the Government Planning Inspectorate on grounds of "non-determination" i.e. because the Council had not ruled on their application within the required 13 weeks from the date of application.
